"What makes it unfishable"....depends on where you're putting in, what you're putting in and then, where you're heading. Yes the winds and their speeds play a role along with their direction(s) and wave producing abilities. Watch what the latest weather predictions offer....get at least 3 or 4 reports/updates from different sources. Other effects: barometer, clouds, boat noise. Know your boat. Lake Erie offers a wide variety of changes that can happen in a matter of minutes.
As for wind speeds creating rough seas it really depends on velocity and direction. If they're out of the Northeast hitting into Sandusky, P.C. Huron, etc. @ 15 K., waves will obviously be higher as compared to winds out of the Southwest. Can you find calmer waters in the protection of one of the Islands? Sure. Can your boat make it back? Check the isobars.
Are you trolling, drifting, anchoring? "Unfishable"? Bait, Presentation, Trolling/Drift Speed? Clarity? Fish finder? Are you here for the Walleye only? If the Eye's are scarce, think about Yellow Perch. Good eatin' too.
