When you create a new thread, the option to add photos is below the message box that you're typing your message in. It's a button that says, "Manage Attachments". Just click on that, and the rest is pretty self explanatory.

If you respond to a thread, by clicking reply, you need to click on the button that says "Go Advanced" in order to see the "Manage Attachments" button.
