The following link shows that on Feb.15, 2013 the lake level was 20 inches less than on Feb.15, 2012 that is 1.66 ft less than one year ago. I agree the wind plays a huge factor as to water levels in the western Basin but with 20 inches less water the wind has to move considerably less water to make the harbors and marinas unsafe to navigate. Meaning that a wind of just 10-12 mph (1 to 2 ft waves)could render access to and from the lake tricky at best and impossible at worst.
