For reference only but it will give you some idea as to how much snow is currently available for spring run off. Here is the Ski Reports for Michigan, Wisconsin and Minnesota, one has to remember that alot of the snow at these resorts is man made. It gives current base conditions and depths it is probably packed at those depths making for alot more water run off when it melts.

It's the wind. West with gust to 45 yesterday and west 15-25 today. It will come back after blow. It's normal

The following link shows that on Feb.15, 2013 the lake level was 20 inches less than on Feb.15, 2012 that is 1.66 ft less than one year ago. I agree the wind plays a huge factor as to water levels in the western Basin but with 20 inches less water the wind has to move considerably less water to make the harbors and marinas unsafe to navigate. Meaning that a wind of just 10-12 mph (1 to 2 ft waves)could render access to and from the lake tricky at best and impossible at worst.
