Is there an update on the new cleaning laws?
I know that there is an entire thread on this but it is quite large and after sifting through it I thought I would ask for a summary. I am confused as to whether or not you have to leave the skin on the entire fillet and/or if the possession limit has changed. what a slimy mess. if I have to leave the skin on the entire fish I may forego the throwing the fillets in baggies altogether and just throw them in a cooler on ice until I get home. Are we required to put them in baggies and date them for possession limit purposes?

Here is the link and it can be found on page 2 of the regulation under the heading "GENERAL INFORMATION". It is the whole fillet! Until the written law is changed I don't think I would challenge it based upon what any ODNR Official has stated to the contrary, a Judge has only the written law to use in determining guilt or innocence. Good luck trying to convince any Judge otherwise.
