Default Skin on / Skin off ??

I heard this past winter that the requirement to leave a 2x2 patch of skin on while using cleaning stations has been removed. Anyone else heard this?

I too read that here, however cannot verify the legality of the claim. When we were cleaning @ Walnut in PA, everyone I watched was not doing it. But this forum post won't get you out of a ticket

I attended a walleye school in March and we were told the requirement for the skin patch is no longer required , however you must leave the fillets whole - no " zippering" or chunking them up..

I asked the DNR this last year and they said that it is not required.
