This is precisely why I'm doing an underwater "trail cam" project this year in western Lake Erie. I'm sure there are real experienced anglers who have seen this and know (or think they know) what's going on. The only way to truly know is to either put trap nets out (research or commercial) or put a video camera down there. A video camera is a lot less expensive and time consuming. The idea is to set cameras, go fishing, then come back in an hour or so (camera battery life) and retrieve the cameras.
