Maybe I am misunderstanding the phrase gill hooked, to me it sounds like snagging. I totally agree there is no sense in throwing a fish to the seagulls but odnr frowns on fish kept not hooked from the inside of themouth. Maybe you are referring to a second treble on a rr or ddhj.
