How riding in a boat could be proof of fishing seems a stretch to me. Fishing is fishing, the burden of proof is on the sate and I doubt they could prove being in the boat proved you were fishing. I don't think the law has any provision for guilt by association. If Juls doesn't get an answer, I will see what I can find out.
The official word is, that if a person is not fishing, or participating in fishing while on the boat, they do not need a license. It goes without saying also, that they would not be allowed a limit.

The most they can do is assist their child who is fishing.
