OK, lets suppose that they spend 9.5 billion to do what ever, no possible way a carp could ever get into lake unless it grows legs and walks there on it's own.
There will be some schmuck that will go to the river, load them up and dump into the lake. A few fish a week and the damage will be done. All that $$ would be wasted.

I'd be surprised if they're not in there already, just not in the numbers to show up yet.
