out of state license for a youth

If a out of state youth is 13 and doesn't need a license is he able to keep his 6 fish? Looked on line but couldn't find any info. Thx for any help

Non resident youth are just youth. So if they’re under 16, they’re exempt from the license requirements but still an eligible member for bag limits. The regs define non resident as someone over 16, and it defines youth under 16 as exempt from the license requirements.

yes he is entitled to his limit as long as he's the one to catch them.
