I wouldn't change my dates if I were you. With a crazy late winter like this we are likely to get snow in April. May is always a safe bet for good fishing.

Cullen park ramp in Toledo had ice this am....luckily someone went in before me and broke it all up. My guess is that the marshes are frozen. Did you call them to find out?
