On a boat. More times than I can count I have stopped at the reef just out of west harbor and picked up fish, either in the deeper 20-something foot water north of the reef, on the reef itself (watch it, if the water gets low the shallow spot is about 2 1/2 feet) or between the reef and the beach. It seems particularly productive early in the year jigging, or casting and/or trolling of all things in the hot summer months, about an hour before up to an hour after sunset. My thought is the baitfish move up onto the reef to eat bugs, the walleye and perch follow. Be aware you get a lot of junk there too, and sometimes just junk, but it's always a spot I stop and check. More often than not there are a few other boats in the area too.
