Yeah have seen photos from Charters claiming mostly 15.5 inch fish to fill a boat limit. Many dont look close to 15 in my opinion . I have only caught a couple that were just a tad over that 15 inch mark and cant imagine that many in that 15.5 inch range this early to fill a 6 man limit .
