My anchor was not holding very well either (23' walk-around @4500 lb boat with gear) and I increased the length of my lead chain from 6 ft to 12 ft and it made a huge difference in how well it sets and holds. I'd suggest increasing the length of your lead. Yes, I know I probably went way too little to begin with on the length but you live and learn.
I just bought 2 feet of chain. I assumed that it just needed to have enough weight to lay down the anchor arm to the bottom. I have a light boat, gross weight total maybe 1600 pounds. I'll be trying it out Tuesday. If it needs more I'll add to it.
Fluke anchor works great. I'm gonna add another 3 feet of chain and 50 feet of rope Wich will give me 150 feet of rope and 5 feet of chain. Took a little to long to grab the bottom but when it did it held.
