What about the spray in foam that's used for home insulation ?

It's open cell i believe. Really fuzzy.

That is the same material chemically, but it is low in density and thus low strength, and it will hold even more water. There is a reason they use what they use in manufacturing.
On order to make the foam more water repellent, it is often painted with automotive type paint in order to close the cells.PimplePounder

I have used 2" foundation foam ,it does not absorb water,miter and fit between the stringers then take some can foam to fill in any little cracks and hold it in place. You can buy at any of the home stores
