When I was first introduced to skipper 9 rigs Jim explained how to use and his reasons why. He said to try to keep the line tight with the sinker in contact with the bottom. As you go up with the wave down with the pole and up with the police when down with the waves. The short leads to the hook means the perch dies has as far to go with the bait before the movereat is transfered to the line. And with the line being held as vertical as possible with no slack and no sinker weight on it, the fish don't really feel the weight either.
If you think how a spreader works you have the weight above the bait, the hooks as about 12 inches below the spreaders, so when the perch grabs the bait and starts to swim away they could be moving the entire length before anything gets transmitted to rig, then they also have to move the weight too before anything is traders to the mainline. But all these rigs work, just find what works best for your personal likings
