They do use the shooting range but not as often as you may think. Believe me that if you get in the way or too close they will run you off. They do patrol the range. Cone, Little Pic and Niagara are at the outside edge of the reef area and are good spots during spring and deeper water is all around them. There is a string of white and orange bouys that run across Flatrock straight east and west. The days they shoot, just stay north of that line.
Your GPS may show these if you have a Navionics chip.
Go to NOAA, Office of Coast Survey, find chart 14830.
Zoom in and you will see plenty of info.
I have a paper chart like this from @ 1969 and shows old info that nobody remembers. It shows when the Chicks where really there and the little speck island on top of Gull. It's a Non Navigational chart , but everything is right on. It also shows a firing range line north of West Sis to Middle Sis and SE that was used then. Talk about a huge area to avoid 40-50 yr ago.
The map that Wakina shows , the line of bouys is nicknamed the Picket Fence. Yes Zone one is in close, just avoiding that area is the safest bet. A couple years ago they closed the entire reef area ( 1 and 2) for at least 2 weeks, I just dont remember what month.
