Which shoal Is just north of Kelly's ? Have caught eyes there at night in 5ft of water with crank baits and rattle. Just not sure what time of year or all year is best. Any help?

Gull Shoal is north Kelly Shoal is N East
Marked with a buoy? How far off the buoy is the shallow? Any idea

Be careful if it was Gull Island Shoal it will get your lower unit, maybe more! There is a shallow spot on Kelly Shoal also but not near as many nor quite as shallow as Gull Island Shoal. Gull Island Shoal should have a skull and cross bones sign on it.
So any idea which would produce some eyes at night?

Both produce. I like to anchor in 12 foot of water and cast to shallower water. I like kelly island shoul better. I am sure that bite is already there but will get alot better on hot summer days. This is only my humble opinion
try this first,
on the long point of the main island, not the shoal, there is a wide rock on the east side of the point we call "table rock". it is visible as it is mostly on the shore, shallow in there so be careful but not as bad as Gull.
stay out 50-75 yards or so and cast to the rock with a small crank, i have even let the crank sit on the rock and then pull it into the water. it usually produces one or two fish in the evenings and early mornings. then just follow the shoal like skipper 9 says and set anchor in deeper water 12-15 feet or so and cast to shallow.
btw/ table rock is MY rock, i claimed it 30 years ago, but you can use it this time!....
