I've never heard of people using downriggers for walleyes. Are you trolling spoons? Or what kind of rig?
I've done very well when the walleye are down deep, usually about 35-45 feet down in 45-75 feet of water. I fish night crawler harnesses behind the cannon balls. I hook my line up with a rubber band then clip the rubber band into the downrigger clip, so you can see the bite. Sometimes if you just use a downrigger clip, you won't see the bite and you'll drag a fish around until you pop the line. When you see the bite, reel up all the slack, then pop it hard enough to break the rubber band. I run the harness about 50 feet behind the ball. Try it. It works.
