The link you provided is the same link that I provided! The time zone is GMT which means Greenwich Mean Time~~
GMT is an absolute time reference & doesn't change with the seasons. Most all of the U.S. Government Agency's operate in their official capacity with GMT time and co-relate local time in unofficial business and news releases.
Our time is actually 5 hours behind that while off of the daylight savings time and 4 hours behind while on daylight savings time. Example would be at 12:01am (00:01 Hrs.) GMT time on Nov 22 2013 it would be 7:01 Pm Nov 21 Eastern standard time here in Ohio. Also unless it has changed, this site uses the standard 24hr (Military) system of time keeping instead of the 12hr system eliminating am & Pm.
